It is a fact that Khyber Pakhtunkhwa is one of the poor province of the country. It’s effected from the war on terror and military operations. This situation gives birth to instability Unemployment and economic crisis. So in this scenario the province needs to less its expenses and put more fund in development head but form almost one year no mega project being lunched for the betterment the poor people of the province.
It is injustice with a backward province that its lawmakers are only interested in privileges and high salaries but on another hand they have nothing to do with the worries, unemployment and basic needs of the masses. It should be remember some days ago government benches passed the ministers privileges bill that was criticize by the opposition parties and then the government notified the unelected advisor to chief minister Muzamil aslam as a minister, that is against the legal limits of constitution, it cannot exceeds the limit of its cabinet members more than 16. The opposition condemned that notification and pressured the government to revers it notification, after that Khyber-Pakhtunkhwa government withdrew the declaration of giving the status of minister to the finance advisor, after objection from the opposition member at Assembly session.
Opposition had objected that the total number of cabinet members had surpassed the limit. Previously provincial government had issued a declaration under Article 130(9) of the Constitution to give the status of a minister to the Finance Advisor so the total number of cabinet members increased from 16 to 17.
According to the Constitution, the number of cabinets is limited to 16.
Opposition member Ahmed Kundi raised this issue in the assembly. He said that the government has committed a constitutional violation.
The law minister had assured in this regard that they will examine the constitutional and legal aspects of the matter.
Sources said that Deputy Speaker Suraiya Bibi consulted the Law Department, Advocate General and Law Minister in this regard and was told that the number of Cabinets is up to 16 and the number of Cabinets cannot exceed 16 as per the constitution.
It was told in the meeting that if the declaration of ministerial status to the adviser is returned under Article 130(9) of the Constitution and the declaration will be issued administratively, the ministerial status of this adviser will not affect the cabinet.
On which the previous declaration of giving the status of Finance Minister to the Finance Advisor by the government was reversed and the Finance Advisor was given the status of a Minister through an executive order.
Actually the above series has exposed the government for its intentions, ideally it’s an expectation from the government to reduce its expenses by taking less privileges and rule the province through a small cabinet but it’s exceeding its limit which is the movement of thought for Pakistan Tehreek-e-Insaf’s leadership because it is against its manifesto to give justice to the masses, infect this is injustice to spend their funds for the luxuries of the provincial cabinet.
on another hand the Khyber Pakhtunkhwa government is always involved in strikes against the federal government in leader ship of its chief minister Ali Amin Gandapur, that is not a serious approach for any ruling party who is claiming justice for poor people of the province, that is effected by poverty, swear economic conditions and unemployment. Now is the time that along with that agitation kpk government, needs stability for starting its annual developmental plans to overcome on the problems of urban and rural areas, especially the newly merge districts, where the livelihood conditions of the people are so miserable and they are living under the red poverty line. The people of those areas have no good access to health and education facilities, therefor in these circumstances the provincial ruling party needs to come back towards its manifesto of justice for masses.
