SWAT: Serious irregularities and malfeasance have been uncovered in the Water and Sanitation Services Company (WSSC) Swat, leading to the immediate suspension of the CEO for illegally granting promotions and salary hikes to several officers.
Based on the recommendations of the three-member Fact-Finding Committee constituted under Deputy Commissioner Swat/Executive Director WSSC, Dr. Qasim Ali Khan, an audit committee has been appointed within a week to conduct a financial and administrative audit of the WSSC. for the year 2023-2024.
The committee’s recommendations for facts and findings highlight instances where the CEO (HR, Admin and Procurement) gave double promotions to an administrator and head of procurement, contrary to company regulations. The BCC coordinator, who joined four months ago, also received an increase. In addition, the Deputy Director was promoted to the position of OT Manager, a position not recognized by company policy.
Other officials were also promoted, including Assistant Accounts Managers to the post of Accounts Managers, without proper permission from the Swat Deputy Commissioner/Executive Director WSSC.
The signatures of the CFO, internal auditor, administrator and procurement officer were found on promotional documents. As per the committee’s recommendations, the office of the CEO (HR, Admin and Procurement) was sealed and the CEO was suspended for failing to appear before the committee despite repeated notices and refusing to provide records.
The committee’s recommendations were forwarded to the provincial government for further action. In response to these serious irregularities, the Swat Deputy Commissioner also ordered a management and financial audit of the company.
According to a decree issued by the office of Swat Deputy Commissioner/Executive Director WSSC, Dr. Qasim Ali Khan, the audit committee will conduct financial and administrative audit for the year 2023-2024 and submit a report within a week. The WSSC Internal Auditor was requested to cooperate fully with the Committee on this matter.
