Pakistan-China Institute Signs Landmark MoU on Green Development

Beijing — The Pakistan-China Institute (PCI) has become the first Pakistani institution to sign a Memorandum of Understanding (MoU) on Green Development with China, marking a major milestone in bilateral environmental cooperation. The agreement was signed in Beijing with the Belt & Road Initiative Green Development Coalition (BRIGDC), reinforcing both countries’ commitment to sustainable growth under the Belt and Road Initiative (BRI).

Pakistan-China Institute to Promote Greening of CPEC’s Second Phase

The MoU aims to promote green and low-carbon development across BRI partner countries, with a special focus on the China-Pakistan Economic Corridor (CPEC). PCI Executive Director Mustafa Hyder Sayed emphasized that the initiative will be a “big plus” for the greening of CPEC’s second phase, aligning with Pakistan’s broader climate goals.

Pakistan-China Institute and BRIGDC Outline Joint Activities

Under the agreement, PCI and BRIGDC will collaborate on joint research, policy recommendations, and stakeholder engagement. Planned activities include:

  • Co-hosting consultation workshops and report launches
  • Supporting each other’s key studies and initiatives
  • Developing strategies for low-carbon energy, transportation, and climate resilience

This partnership is designed to deepen China-Pakistan cooperation on environmental and climate issues through the BRI framework.

Pakistan-China Institute’s Role Highlighted at High-Level Ceremony

The MoU was signed by Mustafa Hyder Sayed for PCI and Chen Gang, Secretary General of BRIGDC, on the Chinese side. The signing was witnessed by Dr. Shezra Mansab Ali Kharal, Pakistan’s Minister of State for Climate Change, and Zhao Yingmin, Former Vice Minister of China’s Ministry of Ecology and Environment.

Speaking to the media, Sayed called the timing “significant,” noting its proximity to the upcoming CoP-30 climate conference in Brazil. He described the agreement as recognition of the Pakistan-China Institute’s leadership in promoting green development in Pakistan.

Pakistan-China Institute Sets Precedent for Climate Diplomacy

This MoU marks the first time BRIGDC has partnered with a Pakistani institution, setting a precedent for future cooperation. It reflects growing momentum in integrating sustainability into regional development and highlights the strategic importance of environmental diplomacy in the Belt and Road era.
