Cantonment Board Abbottabad clarified that it has full constitutional and legal jurisdiction to levy all local revenues including property tax under the Constitution of Pakistan, Cantonments Act 1924 and 26th Constitutional Amendment 2024 The Board is of the position that the amendment to the Constitution explicitly includes “local taxes, fees, cesses, charges and tolls” in entry2 of the Federal List, so that no tax is levied on any cantonment area.
Along with legal points, the board also cited a practical example: Advocate Hashim Iqbal Jadon—who is a petitioner against property tax—will himself decide to fight against his close loved ones in 2025 Rent. This action is clear evidence that the legal status of the tax is recognized and that the Board’s actions are being taken seriously.
The board says funds raised from property taxes are spent directly on civic amenities, including providing clean water, modern street lights, re-carpeting roads, organizing garbage collection and service. Moreover, the board will set up e‑payment portal, mobile app and one window facilitation desk to facilitate taxpayers in payment and accuracy of records.

The cantonment board Abbottabad took the position that it is committed to transparency, accountability and provision of public facilities while performing its duties under constitutional and statutory jurisdiction.
